tuning a rifle...how and why

I have a few questions, being a newbie to this long range rifle shooting. So if you guys and gals out there would oblige me here goes.

1) Why would you bed a scope mount ?
2) What is blue printing an action and why would you do it ?
3) What is fire forming cases and how is it done and why . ( I am a pistol reloader )
4)What is blue printing a scope and how and why is that done ?
5) What is the best reticle for shooting at 300 m for varmint / targets ?
I like the mil dot and the B&C by Leupold and the TMR also the Varmint Hunters reticle. Does any one have any pics of these reticles through a digital camera. My Lupy has the Fine Duplex in a 6.5 x 20 x 40 AO

1) Havent got a clue...never heard that one before?
2) You want your action to be as tight and true as possible giving little to no variation in the way the round is chambered and keeping it square and tight to the chamber of the barrel. Accuracy is all about consistancy, consistancy,consistancy. The truer the action the more consistant results are down range. One part of a larger formula
3) Fire forming is fireing the case in the chamber so it fits exactly. As you shoot a round the case expands to fit the chamber exactly. It just adds to consistancy. Which is the major factor in accuracy.
4) Never heard of bluepringting a scope either...are you sure you dont mean lapping your rings to ensure it is straight and a good fit match to the scope.
5) Best recticle is going to be the one you are most comfortable with. Thats why there are so many to choose from. I love mil-dots and hash mark scopes, my current favorite is the Leupold Mark 4 with TMR rectical...but that's not to say thats the best, it is for me and the way I shoot, but you may like the IOR's, Night Force or what have ya. Pick one that gives you a wide, clear, unobstructed field of view that will not obstruct your target at long range. If you have extra coin to spend spend it on optics, It realy pays off here. A great scope on a store bought outa the box savage will put you right up there with some of the customs for accuracy. For the one's I missed Mystic can fill in.

I've heard of blueprinting a scope a couple times now, and really have no idea what the hell it's supposed to do.
 
I bedded the one piece scope base on my 338 RUM Sendero, due to variations in rifles and the bases themselves bedding the base allows it to sit on the rifle totally flat with no stresses from bending or twisting upon it.

I might just bed the rail, does not seem like a whole lot of effort.
I think I will go for the TMR reticle in my 6.5X20X40 AO Leupold Vari-X III
And I like the sounds of fire forming my brass.

If you have extra coin to spend spend it on optics, Yes I will do that actually I am spending more on the optics with rail and rings than the rifle .
 
A few good things to do are:

- Glass bedding the action
- Free floating ther barrel
- Trigger job

I had a 22-250 remington varminter that would shoot 1/4 MOA with reloads, (no wind) and the above mods.
