Turned down bolt

The bolt doesn't get turned down. It gets milled the way a 1903A4's bolt was done. Mind you, Gunparts has a bolt that has a flat, bent bolt handle. $24.95US. It'd have to be fitted by a smithy for headspace. Still needs the U.S. export permit though. Once again, the U.S. government has changed their rules.
If your rifle is still in full military configuration, scoping it will drop its value in half. Full military stocked '03A3's aren't exactly common up here.

03s and 03A3s are not common in Canada. If it is still in issue condition, leave it unmolested.
If bubba has had his way with it, and it is beyond restoration, that is a different story.
How low is the scope? I think I have a bolt body from a Midland 2100 (03A3 bolt altered for scope). Might work for you. If you are interested, send a pm, and I will see if I can find it.
It would need to be refinished, and headspace would need to be checked. Having said that, when I made up my 03A4 clone on a bubba'd rifle, a Midland bolt dropped right in with perfect headspace.
Keep in mind that 03A3 receivers are a bit of an adventure to drill and tap.
