Mini 14 and precision don't really go hand in hand. It may be possible to get down to 2 MOA groups but I don't think it would be worth the effort. Keep the mini as your tactical gun and buy a bolt gun for precision.
I had a Mini 14 target for a while. It was a really disappointing experience.
Mini-14's weren't made to be tac guns. They were built to be a reasonable priced 223 rifle against the AR15. Everything about the gun is light construction. You can send it to mini 14 specialist's and make it a tac gun, but it costs. Same idea as the chinese m14s's. If you want tac, buy a tac gun and save the conversion money. I like mini14's, have a few of them. I did the basic improvements like, wolf gunsprings, etc. Gun works better than basic and delivers. The wolf gunsprings really improved the op rod performance.
One of the big name 'smiths down south used to do an accuracy package for the Mini 14, don't know if he still does. Brown maybe (the pistol Brown, not the rifle Brown) but I may be misremembering. Fellow was out of Lousiana, I think. Bring money. - dan
The mini is not a precision rifle, it is very impressive to see one shoot 2 inch groups, if your budget permit, take a look at XCR, MR-1 or Swiss ( in NR ), those with good handloads will give you easy sub moa results... JP.
