Twist rate on 223rem Baikal single shots

The only one I've seen had a 1:12"; don't know if they changed them over the years when EAA, Ruko, Remington & Baikal imported / sold them.

I asked the same question last fall when I owned one briefly. Consensus seemed to be 1-12". Great rifles and I enjoyed both the .223 and 7.62x39 I had. But there's only so much room in the cabinet and they had to move on down the line for another purchase.
ETA: I only ever shot 55gr out of the .223 and groups were reasonable. The heavy trigger really held it back but I was averaging around 3 inch 3 shot groups with mine with irons at 100 yards.

Had one years ago; terrible trigger that defied all efforts to improve it much. Never checked the twist rate, but shot only 55gr stuff and was able to get better than 2MOA with some loads. The gun took a ridiculous amount of tinkering and modding to get a scope mounted; I eventually found an air rifle mount that could be made to work with some cutting and grinding and filing, but then it needed a cheek riser because of the ridiculously high line of sight. There is so little room on top for scope mounting that I needed to install the mount with the extended portion facing forward, towards the muzzle, in order to get a scope mounted with a usable eye relief...but a much-shorter friend (who liked the gun way more than I did and eventually bought it) had to reverse the mount...more cutting, grinding and filing...to get it to work for him.
I admit that I loved the external spiral hammer marks on the nicely-polished and nicely-blued barrel, but the gun had indifferent metal finish on all other parts and the wood was as bad as that on a Norinco M14 clone...and that's pretty bad.
I could actually see owning another one in 7.62x39, with the intention of using it with its original iron sights, no optics. Given my druthers, I'd likely snag one of the synthetic-stocked versions, which had a much sleeker and cleaner look than those hideous pieces of wood. But whenever one of these appears on the EE, I'm reminded of the old H&R/NEF singleshots; can't get 'em new anymore, so the owners think they're valuable collectors' items. They're not; not even close.

I have a 7.62x39. I get a real "bang" out of shooting that one. Simple to clean. I don't use it much, so I can't comment on the sights. Seems to me I have a red dot of some sort on it, but not sure. I don't have it here at the moment.
