Curious if any of the dealers are bringing these rails in? Hoping to find a scout rail for my Norc.

If there aren't any dealers I heard mounts could be imported from the US without the usual paperwork BS of other gun parts or optics. Any truth to this?

You can order direct from Brownells. Brownells has advised me that both rings and mounts are exempt from ITAR. No permits are required.

is there any single rail hand guard made out there that's relatively reasonable in price? 170+ for the Ultimak seems ridiculous!

170$ is a good price. It's the lowest rail, it's hi-quality, nicer than others (low-profile) and stiffen a standard barrel. The way to go if you want to cowitness a red-dot.

KAC and VLTOR/SAI rail are 5-700$!
 
while we are on the topic, what other options are there for scout rail hand guards? Please include links and pics if possible.

Also has anyone just bolted a rail to the hand guard and effectively used that?

I can only cite UTG since I use it.

No you can't since the original handguard itself is not stable enough to hold the scope.

The UTG's 5 point retention clamps actually decrease barrel whip. Although minnor every bit helps when tring to achieve consitancy.
 
The UltiMAK M8 is well worth the money.
It is rock solid and you can co-witness your iron sights through low sitting Aimpoint optics.
 
x2 on the Ultimak. I run mine with a Leupold scout scope in a set of low Warne QD rings.

Other than the UTG, the only other option I've seen is the Springfield Scout mount. It's basically a standard handguard with a section cut out of it and a short section of rail that clamps around the barrel.
