Understanding Mil-Dot question

Hello, I've been doing a lot research on Mil-Dot readings for range estimation. I understand everything about it for the most part up until one part. To my knowledge 1mil is 3.6moa at 100 yards. Of course this number has just been a rounded up number for most armys from the true answer of 3.438. Alot of ppl estimate it to be 3.5moa. Anyways these are the facts that i have found out. And these numbers haven't changed. To my knowledge these numbers are based with a 10x scope. That is the part that throws me off. They say 1mil equals 3.6 inches at 100 yards. assuming that is with a 10x scope. If i'm using my 16x scope. Would 1 mil not equal 2.25in.
My question is does the range of the scope change the size of a mil dot at 100yards ?
