You can't call them to change anything you've written and signed off on within your application. PAL and RPAL cost different amounts as well.

Also remember there's no additional charge from the CFC to add restricted class to your license, and there's no additional 28 day wait.. The turn-around for the CFO's office is dependent on the workload they have, but seemingly 4-6 weeks is correct.
