How does the uppers and lowers thing legally work?
Once I attach a upper to a lower is that it? Is that considered a finished rifle? Can I freely swap them out or do I need to legally have 1 upper for every lower. I was told when I bought my first lower I had to register that as a unfinished rifle then had to call in to finish the rifle with the upper with the RCMP? I am just wondering? I've seen a few things on here that have me confused?
 
Surprised no one has chimed in on this. Imagine they will soon. My limited knowledge thinks this:

You have 30 days to register a change (upper or lower - lower is the firearm as it has the serial number). So you can play dress up at home all you want with your uppers and lowers but you need the registration to be correct for the ATt to be valid. No att no renage trip or else.

If I'm wrong I'll welcome the correction.
 
Register the lower with the upper that will be on that lower 90% of the time. Feel free to swap out other uppers as you like. For example, if you assemble your own AR, after it is completed, register it with an upper that you will using the most within 30 days. You will get new registration papers in the mail shortly after so you can take it to the range.

Now what gets me confused is this. If I register the lower with an upper, if I go to the range, do I HAVE to take the upper that was registered with that lower?
 
So with that said I can have a dedicated CQB upper with an RDS and then a dedicated scoped upper and just swap them as long as I return the primary upper to the lower when needed?

I have lowers that I've never registered as a complete rifle after over a year. It may have one upper on it most of the time but who cares. You can legally own as many uppers as you want and they are all classified the same when on a lower so I can't be bothered to call in and tell them something that makes no difference. I buy, build and sell uppers and lowers regularly so I'm not going to complicate things any more than they already are.
 
I actually never changed the registration of my lower even after I had gotten an upper for it.

It came up when I went to transfer the firearm and the CFO thought it was weird since the buyer told them it was a complete gun.

Nothing came of it, they just updated the registration and approved the transfer.

Me thinks there is very little practical consequences to not changing the status.
 
I've never changed my registration of my lowers, when I go the the range I trigger lock and disassemble the uppers from the lowers, the upper is just parts & the lower is stored and transported legally, I have an LATT from my house to my local range no issues so far.
 
I have four lowers and about eight uppers. I could not even begin to tell you which lower is registered as what. Several of my lowers are stored without uppers because they won't fit in the safe with an upper attached.

As long as the lower is registered, I can't see how the law could have any complaints regardless of what upper happens to be attached. All this just goes to show the stupidity of the firearm registration system.
