I wanted the same thing. I did find a dealer but I had to buy a lot to justify all the fees added to the total of the import.
I looked around for about 2-3 months and I found the cheapest that started @ CAD$250-300 to get me whatever I wanted imported. Keep in mind that there is also a % that is being charged to your total in addition to the import fees.

That was my experience with that.

There are lots of blocked magazines on the Cdn. market which have been imported from the US. So, yes, there are businesses on both sides of the border that do this.
 
Given that you're in TO, if they can be exported from the U.S., which I don't know, your best bet might be to get some shipped to a PO box just over the border, take a drive down with a drill and POP rivet gun, and do them yourself before coming back.
 
I want 20 Round mags for the M14 that are "PINNED" too. Those made for the Canadian market with a long Bracket attached to the follower do nothing but bind. They are garbage! I hate them! I am in the market for at least 10 M14 mags that are "PINNED" with a Pop-Rivet.

Anyone have them, I want them. Anyone willing to bring them in and PIN them, I will buy them.
