Im looking at a used 10/22. Its out of province, so obviously I will not see it till its in my hands. So, Im wondering if a 10/22 can be worn out?? Any potential issues I should look out for??

You can replace pretty much everything for fairly cheap on the 1022, you can buy stock stocks and barrels for like 50 bucks brand new take offs.

Only real thing that might go would be the barrel or the extractor which like said before can be easily replaced. If it is a good deal go for it.
 
Depends on the price and what you want to do with it. Are you looking to heavily modify it? If you find a beat up 10/22 that is dirt cheap, and all you are going to end up using is the receiver and bolt (if that), then it's worth it. If you're planning on keeping it stock and have to end up buying all sorts of bits and pieces, then perhaps buying a new one is the way to go. With the prices that 10/22's command, makes me wonder why it's worth it to buy used.
