Using a rubber mallet to speed-up and quiet down the noise of using a puller

If you’re pulling that many bullets that a few wacks every now and then is that big of an issue, I’d be buying a collet style puller.
 
Where is Sunray.. He once said don't use concrete to hit against. It's too porous, use a rock.

I bang mine against a rug on my concrete floor.
 
Or use old carpet on anything you want to hit against.
While soft surfaces like carpet, rubber mallet, etc. will reduce the noise of impact they will also reduce the effectiveness of an intertia bullet puller. It's the puller's sudden stop upon impact with the contact surface that imparts the inertia to the bullet which allows it to break free of the case so you want to be striking a surface that has as little 'give' as possible.

Unless you live in an apartment or some similar location where noise might disturb the neighbours I don't see how the noise is an issue. While noticeable it's certainly not like a gun shot or something in that decibel range.
 
Besides , Try using a collet puller on one of these.
