Gentlemen,
The answer to the last posting was the Compensating spring. These two reports give us the information for Ordnance to arm the USMC with the M1 Garand Rifle. You might find some of data in these files of interest. If you need a larger copy just email me below. Thanks

Warning, before you go to my sites lower your volume as the opening page contains a sound file which has a loading and firing of the M1 Garand. So if you're at work or home it may be wise to check your volume control.

I'd have thought the US Ordance Department (being part of the DoD) would be the one paying the companies for the rifles and they'd be sort of a "go between" the Army and USMC and the companies making the rifles. :)

Doesnt seem logical to me that different parts of the DoD would be paying for their service rifles seperatly, perhaps that was done because the USMC and the Army couldnt decide what they wanted to use so they wanted to order there rifles seperatly (US Army wanted the M1 while the USMC wanted the M1941 Johnson) and in the end the USMC desperate for new rifles because of its low stocks of the M1903 (and related spare parts) with the need to get armed quickly with semi-automatic rifles (possibly because they couldnt get enough M1941's quickly enough) decided to get the M1. :)

Remember, back then Ordnance was part of the War Dept. Funding for a new weapon system came from Ordnance but only funds to get the system up and running. The weird part was that SA had to go around and sell the M1 Garand to the other units. No funds no rifles.
