Yes, they are.
I have one (257 Wby) that I pre-ordered last spring and as of a couple of weeks ago there was still one or two (in 300 Wby) kicking around at the wholesaler.
These are stocked in an uber-high gloss Select walnut stock but not significantly (nicer) than a Deluxe VGII - that's essentially what they are with the addition of a 70th Anniversary logo on the floor plate. In the end the cost compared to a Deluxe was less than 100 bucks more.
Trying to compare them to the Lazerguard is kinda like comparing a truck and a car as far as the "look" goes (even if they are mechanically the same) - both can look "sharp" but they are nothing the same. One has very nice checkering and pretty accent wood, the other has CNC carving which looks decent (if you like the design - and that's where I see the difference - you either Love or Hate that lazer work) - all three models have the (shiny) blue on the metal work.
This model is NOT a collectors piece in my opinion, it's just a very nice VGII that should be hunted like it was intended to.
Now the Anniversary Mk5 which Weatherby had on display at a recent buyers show I was at, which is very limited production and went for something north of 5K "if" you were one of the "chosen on the list" was maybe something you would keep in the box - the Vanguard, not so much.
Again, very pretty gun and if you have no issues slinging a rifle that set you back somewhere between 1400/1500 bucks (bare rifle before tax) and going off into the woods with it, then it will be sorta unique.
If you simply wanted a nice, wood stocked Vanguard II, the Sporter models is way better bang for the buck, coming in at 300 to 400 bucks less then either the Deluxe or the Lazerguard but you have to "suffer" with matte finish on both the wood and the metal.
