I don't doubt some wolves will run to 200lbs, though probably most don't make it to their maximum potential size. Life can be pretty hard in the wild.
I wouldn't call a 100 or 130lb wolf a small animal, and I think they would look big and might give the impression of weighing more, especially to those of us who haven't seen many. Wolves probably stand taller than most domestic dogs of the same weight and tend to have a thicker coat. I have a 90lb malamute/german shephard cross and people say he's a big dog - a 130lb wolf is almost an extra 50% bigger by weight.
