I'm going to guess prohibited based on the info from the link you provided:

Built on the same standard as the RPK style machine guns, Vepr Pioneer is 50% more reinforced than a standard, stamped AK rifle. Each rifle has been manufactured using state of the art technology, effectively creating a heavier duty piece that will last through not just a lifetime but for many generations to come. The RPK-style barrels are hammer forged and chrome lined using techniques that make them four to five times stronger than a standard AK or RPK barrel.

Vepr Pioneer in 7.62x39 caliber boasts a front sight / gas block combination and a single piece of walnut as the furniture. The buttstock is built in the “Monte-Carlo” style. The tip of the RPK style barrel is vented to create functionality as if there was a muzzle break attached. A unique feature of this firearm is the removable trigger housing. Also, there is no scope rail attached to the side of the receiver. Instead, there is a rail system built into the receiver directly, just above the fire control group and below the top cover. A scope mount can be attached to this rail system.

Each rifle comes with high quality, beautifully crafted walnut furniture as well as a rear sight with adjustable windage. They are shipped with one 10-round magazine, a cleaning rod, and a cleaning kit.

Real shame because it looks nice with that stock and with the built in scope mount... I would buy one.:(

Wolverine Supplies tried several years back to have the VEPR line of rifles approved in Canada, unfortunately they were prohibited as an AK variant. IIRC they had submitted the then-new AR180B and a VEPR to the RCMP for approval at about the same time, the AR180B was a go, the VEPR a no :(

Perhaps the Valmet Hunter would be good example to argue for taking the AK off the proscribed list.

For taking the Vepr Pioneer off for sure...It resembles the AK far less than does the Valmet..It actually looks like a sporting rifle, where the Valmet looks like a sporterized AK...

The reason the Valmet was classified as a non-restricted was more political than based on design or other criteria.
I can't say for sure. but one story I heard was a number of Velmet hunters were purchase by the Feds and given to artic communuties or Rangers as part of the our northen defense strategy, it would have seem as bad PR to give them something than have it declared as "prohibited"
