Verify a PAL number?

I must say I spent a good 40 minutes on the phone with a very nice woman from the CFC.

I asked about verifying a buyers licence, (which she did very easily)
I verified some guns to register (quebec)
I even had a nice chat about the future of the LGR in quebec and why things are coming about the way that they are.

She was very helpful, and even though my VZ was initially coming up prohib, she figured it out and found its NR status.

She didn't seem like she was trying to hassle me.

and even when I told her that I had forgotten to register my quebec long gun, she said that it is ok, and helped me through the process.

So THANK YOU, to this woman,

I do not believe that all government employees hate their job, or that the CFC hates gun owners.
And this woman was a pleasure to deal with.

I had an almost identical experience with a gal at the CFC the last time I did a check. She had no bias toward gun owners and could only wonder why the laws were so goofy. I wish I could remember this lady... she made the experience much more palatable.:)
 
Guntech, yesterday I had the opposite experience. Called the CFC and told them I wanted to verify the PAL number of a buyer of a rifle I was selling. She did want me to confirm that it was a rifle, not a restricted - simple yes and no. Gave her the PAL number and Name, she verified it was valid. 5 minutes. Done. No birthday, my name or anything else. That was it.

Like I said earlier depends on who you talk to. Some just want the buyers pal # no other questions and some want to know everything before they will check to see if its valid.

Also required are the purchasers name and expiry date on his PAL.

So many conflicting experiences here. The last time I called to verify a buyer's PAL the person immediately asked for all my info at the beginning of the conversation. I declined and politely informed the person that I was selling a NR long gun and just wanted to verify the buyer's PAL. At that point it was just a matter of giving the buyer's info and getting a yes or no. At no point is one obliged to give any information about oneself or the specific NR long gun. Ever. It is best to start the conversation with 'sale of a non restricted long gun', as this moves the discussion in a very specific direction. If I ever encounter a person who insists on my info I would politely decline, hang up, and try again later with someone who knows their job. You will, however, be expected to provide a full name, address, PAL number and DOB for the buyer. Restricteds, as we all know, are a different animal entirely.

I asked why she needed my PAL number and was told "we just do that to make sure your information is correct". I advised my information with the CFC is all up to date. She replied "so you're refusing to give me your information", to which I replied Yes. She then asked for the purchasers PAL number/Verion number/expiry date and advised the PAL was valid.

1. Image of PAL
2, Image of Drivers License
3. Phone number

If the CFO has a problem with any of the other guys / gals info - deal is dead, money is returned.

Real easy.

I've NEVER had an issue with anyone I've ever dealt with here at CGN - TREAT PEOPLE THE WAY YOU WOULD LIKE TO BE TREATED!

The issue is the CFC requesting information they are not entitled to ask for. They have no policy which states the seller must provide their PAL number and information with the sale of a non-restricted. So, why are they asking? No requirment, don't ask me.

When asked for a copy of my PAL when buying something on EE i usually take a pic of my PAL with the persons profile (from CGN's) of whomever i am buying from in the back ground then email it to them.

Nice, clk1. My point exactly. Also, I would never buy a firearm from someone who required a scan of my PAL, driver's license and my phone number. Really??
 
A scan of a card is absolutely not a proof of his validity.
If your right of driving a car or possessing an arm is revocated , you could have scanned your licence before a judgement is executed.
In these cases , do they required the return of the cards or just put the informations in a data bank ?

Not so long ago , i received a scan and it looks OK. But the CFC said the licence vas revocated and the buyer had to call them.

I'm now more aware of what can turn bad and i certainly prefer to be sure there will be a good ending to any "weapon" trading.

I'm betting half the farm that her name was Brenda. Apparently there is/was two Brenda's there. One of them is so fantastic.
 
My thought on the entire non restricted policy is that we are wasting the time of the CFC trying to verify these non restricted transfers on the phone and when it is time to actually call them to start a restricted transfer we cant get through because someone is wasting time verifying a pal for a non restricted transfer!! when we ship a firearm we exchange money we exchange personal info and PAL info, in this day and age and especially since both parties are actually on the forum so they do have a PC!!!! a picture of the current PAL sent to the prospected seller in my opinion is suffice, and correct me if I am wrong but as long as the info all matches how could this be a bad way to do business and we free up the lines for real business because as mentioned above there is a horrendous wait these days to get through to do a transfer!!!! where in the new regs does it say unless you are in front of each other to exchange info that you have to verify via the CFC and if you are that freaked out that your guy is bull####ting you than maybe just maybe you should not be dealing in guns with him/her!!!!
 
When I sell an iron I state that I must verify the buyers PAL.
I have had scans emailed to me that were deleted immediately
I have had half pages of info sent to me [sarcasm] down to birthmarks [/sarcasm]
and I have had full name, PAL# and expiry date supplied.
All are acceptable imo as I have fulfilled MY commitment and the buyer has no way of knowing if I will be calling to check or not.

If you don't need something you stop using it
if you stop using it...you don't need it!
 
1. Photo or scan PAL (with valid drivers license or newspaper, or you smiling or...).
2. Use 7-Zip to add image to new encrypted ZIP file with password.
3. Email to seller with password.
4. Seller opens zip file, sends rifle

OR:

1. photocopy PAL
2. send it in an envelope with your money order
