Vihtavuori powder reduced loads

Where I live I have to have my gunpowder shipped to me. So far Higginson Powders seems the cheapest, and due to the high cost of shipping this material I'd prefer to place one order from one place for now. I wanted to try some Blue Dot for reduced loads mainly in a .22 Hornet, .222 Rem, and .223 Rem. but Higginson doesn't seem to carry it. I see they carry Vihtavuori powder though and here I found this info...

N350
This is the slowest burning N300 series handgun powder,
which can usually be used instead of Accurate No.7, IMR Hi-
Skor 800-X and Alliant Blue Dot.

However The burning rate of N350 doesn't seem to be quite the same as bluedot so can it be used for reduced loads? Vihtavuori N110 looks closer.

Depending on your desired velocity, consider SR-4759, and IMR-4227 if Alliant isn't available. Of the Vv powders N-110 looks like a reasonable choice but I haven't used it.
