Volquartsen dealer in Canada?

Hi,
I am trying to buy a Volquartsen custom rifle... Spoke to Volquartsen, they referred me to P&D Enterprises in Edm. as their dealer.
Spoke to P&D, they said that Vol does not want to issue export licenses.

Does anyone know how to place an order for a Volquartsen rifle in Canada?
