Waiting period on POL to RPAL upgrade?

I'm asking this for a friend who just challenged and passed the test so he can upgrade his POL to an RPAL. Silly man hasn't joined here yet but I'm sure he will eventually. :)
Anyway, he was wondering if he will still be subjected to the mandatory wait-time of 28 days? I searched the newb q&a's and didn't see anything in there about wait times for this.

I am currently going through this upgrade. My question is whether or not they will need to call my references? One of them is out of town right now.

I could be wrong here but since they've already gone through this process once to issue the POL it shouldn't need to be done again for an RPAL. After all, he should be no more scary with the RPAL than he is with his POL.
 
The POL did not require references, courses or spouse consent. You could keep what you had (including restricted) but not acquire anything else, it was a short form that needed a pic and a signature.
In their wisdom they determined the POL should expire and they would get tough on the renewals.
Now renewals of a POL require answering the same stupid questions as a PAL plus spouse consent.
That is what got me back into firearms after nearly 20 years, figured I might as well challenge the two courses and be able to buy firearms.

Your system is working. I have bought another 8 firearms in the last year! If you had left me alone I would only have 4.
