You are correct, thought it might take longer to get it.
the way I do it is:
thoroughly anneal the case (don't mind softening it since the max pressure is not that high 13,500 psi (93 MPa) )
load 9gr Titegroup
push in and tamp some tissue or toilet paper on top of the powder (like a makeshift wad)
fill the case with something grainy. Personally I use worn out corn-cob media from the vibratory tumbler.
drip wax on top to keep the "filler" put
shoot it
if the first shot doesn't fully form the case, repeat the process
note: for my needs, the case has to be well annealed to avoid creating a "waist"
in my shotgun that "waist" allows the rim to jump behind the ejector which is annoying like heck
