Anyone seen one of these in person or own one?

I've never heard of a carbon fiber barrel before. Sounds intriguing, and they are very reasonably priced.

Carbon fibre barrels are becoming more commonplace, Bergara, Volquartsen, Dlask, TC and Christensen produce .22's with them. There are probably more makers out there too.

As far as the Webley goes I haven't seen one in person but Cabela's carries them.
 
Have one . My money was wasted. The trigger sucks, sucks , sucks.
1. That is a fake “safety blade “ trigger . Roughly cast, sharp ,needed smoothing.
2. Trigger pull was 9lbs out of the box. The screwdriver was supplied for turning down the weight, didn’t do any difference . Changed the trigger spring ,best result was 5 lbs.
3. The company ignored ALL emails, no reply whatsoever

A "carbon fiber" barrel is a gimmick. In reality this is a thin-wall rifled steel tube wrapped with carbon fibers. The fibers are supposed to improve heat transfer and cool the barrel more effectively. IMHO completely useless on a .22 rifle which generates a minimal quantity of heat anyway.
