I contacted Webley about early revolver serial numbers, this is the response I got:
Dear Pvt. Bloggins:
We purchased Webley in March of this year and unfortunately the previous owner had already disposed of many of the companies records. My best advise would be to consult the book Webley Revolvers by Gordon Bruce and Christian Reinhart ISBN 3-7276-7077-0 or The Webley Story by William Chipchase Dowell ISBN 0-9396-8304-0. I am sorry I cannot be of more help.

Are the records gone for good? Would be horrible if the records were just thrown out in the trash.
