You can book in class courses through the usually same local people that do the PAL courses

Or you can do the self study online course at your leisure.

My son did the course online for his Ontario hunting licence (bow only). It wasn't hard (mainly safety stuff) and he passed. He's been bow hunting with me for a few years now but I think it's time to get him is PAL so he can carry a shotgun/rifle with me when we hunt.
