Were Dominion (CIL) shorting customers??

So not for the first time I bought some old boxes of Dominion 7X57, probably north of 10 or so boxes in the last year, from 10 or so different people. Each box only contains 19 rounds, infact I wasnt even surprised by the two boxes I bought today, both from different people, both being short. These boxes all have the old paper dividers, and it seems like sometimes it leaves you shy a round at the end of the box, under the flap.
Just wondering, did anyone notice this before, on other calibers maybe?

I doubt it.

If it was widespread, CIL would be pretty well known for it. At some point in the past 50 years since it was manufactured someone probably fired one to see how it performed in their rifle or kept one for a collection. God knows my ammo safe has plenty of boxes with 18 or 19 rounds in it. The first thing I do when I acquire a new ammo type is put two down the pipe to see how they perform.
