found on a friends farm in a single stack magazine
 
They are genuine dummy rounds used for testing magazine feeding, extraction, etc. Made from an unprimed Berdan case. What you see inside is a wood stick to prevent the bullet from being pushed into the case in a bad rifle feed situation.

As stated above, that is indeed a "Dummy Round"

The indents and holes and special primer-won't-fit-here primer pocket are all methods used to ensure anyone using it for training can easily identify it as a dummy round.
 
Dummy rounds for sure. I have a Lee Enfield stripper clip with 5 of those puppies. There was a box full of loose rounds in a "whatnot" antique store in Victoria, and I grabbed some at .10 cents each. Kicking my ass now that I didn't pick up more.
