Nobody is saying not possible, but be careful with your game.
Non PAL/RPAL = "muzzle velocity (less than 152.4 meters or 500 feet per second) and a high muzzle energy (less than 5.7 joules or 4.2 foot-pounds)".
The energy requirement is only if it can exceed 500fps with the lightest ammo available in that bore size.
This is why there are non-Pal 25 and 30 cal pellet pistols.
My take on it? No offence, but a big cal like that under 500 fps you better shoot it with slingshot.

Even if you would make it low as 499 fps, the big = and heavy projectile will exceed the 4.2 fpe.

That's correct...I found this out years ago when looking for air rifles before I had my PAL...for it to be considered a firearm, it has to exceed both the FPS and the FPE thresholds
