The law wont allow you to cut the barrel down less than 18.5 inches.
Yes you can get choke tubes for it. Invector chokes as a mater of fact.
If you plan to get tubes dont cut it yourself.

For around $150, you could buy a Stoeger Backpacker .410, with a factory 12" barrel, and sell or keep your .410 as is. The 12' is legal, as long as it comes from the factory like that.
