What can you do to a 1980 baikal 12 so It can shoot Steel ?

Do you need it to shoot steel or will any non-lead alternative shot do? Bismuth makes a great alternative to lead in older shotguns and acts like a lot like lead but is allowed for waterfowl hunting.
 
How is it choked? If it is full and modified have the full choke opened up a bit. The baikals are choked real tight so both barrels may need to be opened a bit. Your smoith will know how much to open them. After that they will handle most 2 3/4" steel loads up to #2 pellets.

X2. And possibly the smith would need to ream the forcing cones too. Opening up the choke and the forcing cones shouldn't be terribly expensive either.
