What causes black dirty necks on fired 308 cases?

My Accurate 2460 308 Win handloads are loaded to max minus 5%, pushing 125 gr jacketed bullets. All the fired cases have really dirty black necks. This happens with multiple guns. Factory ammo doesn't exhibit this kind of black hard residue on the necks. What factors cause this?

1 lacks the pressure to expand the case to seal against the chamber.
2 hard brass can’t expand enough or fast enough to seal the chamber. Anneal the brass, some on here do is every resizing some every so often. Each time for me it’s easier to keep track of.
 
I am not real sure what is a 3038 case - but if you meant 303 British, I see for Accurate 2460 powder - Western Powders Reloading Guide 5.0 - it shows 41.4 grains as Minimum and 46.0 grains as Maximum loads for 125 grain Sierra SPT PH bullets. As per the time that was published - on the cover, Western Powders was the distributor for Accurate powders - not really certain who handles that now?

I am not completely certain that your AA 2460 powder is the same as Accurate 2460 powder - is an assumption on my part.

Sorry we are talking about 308 win and Accurate 2460. I've switched to IMR4198 and the problem went away. I need a faster burning powder because one of my 308s has a 16" barrel and the other is 12.5 inches. I'm getting a big reduction in muzzle flash and a measureable reduction in report with the faster powder. Accuracy is down a bit (I think) but not enough to matter. And no dirty necks. Thanks.

BTW the dirty necks wouldn't go away easily in my tumbler so I resorted to pre-soaking these, neck down in a plastic cup with 1/2 inch of CLR. After a quick soak they tumbled clean easily. I've also thrown some CLR in my tumbling compound and the clean-up was much faster. Finally, I tried 10% CLR in my ultrasonic cleaner and again the black hard residue disappeared. I tried the cheap dollar tree rust remover in the same way and it didn't work.
 
Steel gray how much CLR are you adding to a batch for cleaning ? Thxs RJ

Its not that scientific. I just soaked the cases in a plastic cup with a half inch of CLR in the bottom, then dumped the cup into my tumbler.

In the case of the ultrasonic. Mine is a 10 liter ultrasonic system and a may have added half a liter of CLR. Say, a 5% solution (not 10% as I had said earlier). I'm pretty sure that you could reuse the 5% solution. I haven't tried other proportions. If you get other results, please post them.
