what declaration is needed when obtaining a used barrel for my Glock 17 from New York

A relative of mine living over the border in New York state made several upgrades to his 20 year old Glock 17 and he was going to toss the old barrel. I asked if I can have it and he agreed. Now what do I need to do in ways of any declarations before he send it up here to me? Does it need to be courier or regular mail?

If I need to make a declaration with regards to the used barrel, where and who should I need to speak to?

Please advise.

I think your buddy needs an US export permit to make it legal. Probably cost more than the whole gun. Another route might be from Prophet River. A quick call to Clay should answer your questions.
 
The barrel is nothing up here other than a chunk of metal, and can be bought sold and shipped as such. However where you will run into trouble is exporting the item from the US under the itar regulations. These regulations are the reason firearm's exporters such as Irunguns, Az tech Armory, Prophet River and Borderview offer the services they do.

The licensing costs thousands of dollars annually, and the penalties for not being properly license for export is federal prison time for US citezens, so unless you don't like your relative very much I wouldn't encourage them to ship it to you how's the risk for a couple hundred dollars it's quite substantial. Now if you were to go down and bring it back yourself, about the most risk of exposure you have is just being permanently barred from being able to and to enter the US again.
 
I think the combination of the value and the fact that the only parts left under Dept State control are Full Auto etc, you may be fine? I ordered a G17 barrel from Brownells and it was shipped without any permits etc. I'm finding as i slowly contact most companies in the US that as of March 9th 2020 most items have been transferred to Dept of Commerce. Just so we clear, I'm not interpreting the law here, govern yourself accordingly.

I think that if the item is properly declared whether it be leaving the US or entering Canada, it would be the officers discretion whether to pursue charges etc.
 
The reason you can buy a barrel from Brownells is because they have the proper export permits.

Good to know, I'm glad they have absorbed the $250 Export fee for the permit as well. However I thought??? that since moving to Dept of Commerce that thses types of items weren't "controlled" anymore? I guess it's just the same thing but a different GOV agency. Huh.
