I have recently purchased a Remington 597 HB (.22 LR) and it came stock with a weaver mount, and no scope.
I am in the market for a reliable scope, relitively inexpensive. I can't put a scope that cost more than the gun itself. What should I be looking for and how much should I be spending.

Of course you can put a scope on a rifle that costs more than the rifle itself.

I do it on a regular basis.

I would rather spend more money on good glass than on most off shelf rifles.

Get the best glass you can afford. The Vortex mentioned, is acceptable at best.

If you want consistent groups and longer range accuracy, go for a scope with an adjustable objective.

If you go to gunshows at all, you can pick up used Leupolds for around $150 or less.

You don't mention what size scope the mounts on your rifle accept.

If at all possible, try to find a scope with at least a 1 inch tube.

There are some really nice Burris and Bushnell units on the used market as well.

In the end, a good scope can make a cheap rifle shoot as well as a custom job. Good glass is worth every penny.

Paralax is a killer on accuracy.
 
Every where that you go, at least for now, you will find a Bushnell Elite on sale. A really nice Elite 3200 in 3-9x40 is just under 200 bucks and you can move it to almost any rifle that you have. The 3200 is also a quality scope so you can expect all of the goodies that come from such a product such as coated optics and rugged construction.
