What do I have here?

I acquired these from my dad and I have tried googling the numbers but am getting really confused. So I figured who better to ask than you guys. Everything is labeled Parker Hale England, front base is A20, rear is BA21, rings are RAHS 3 , looks like Weaver style. I've found references to a Lee Enfield #4 and Enforcer.

Bottom replaces the aperture sight on a No. 4 or 5 to bring the range to a more practical level than the original, 100yd.s ?, as I recall
