Judging by the procedure and materials, yes, I think all of it will work.
I'd have a hard time obtaining the tracer compounds though.

It would take a crazy desire for tracers to go through all that work. I believe somewhere on this sight rules, it is prohibited to post threads on incendiary and tracer ammo manufacturing.

I have some 308 and 310 tracers (for 308, 30-06 and for 7.62x54 and 303Brit).

if you really want to play with some tracers, they are $40/100.

It would probably work. Unfortunately, the process of making them would be illegal in Canada without the proper NRC permits. They are considered pyrotechnic devices. Owning tracer is quite legal and you do not need permits... Making them is another matter.
