What do you guys make of this letter Series Tula?

Ok this one is a slight bit different. It's an as-issued non refurbed "D" Letter Series Late Tula. What's weird about it is the stock stampings. It has a Tula star,but no date. The last pic is the final acceptance stamp.

This is wierd. I wonder if all the non-refurb's have these letering. because mine look's like the same font but it's the letter C and it's und the pistol grip. Also what's the deal with not stamping the date? What they just got lazy and frogot it?
