What does it fit, Enfield ? sight

It's a competition-sight mount for a Number 4.

You put this onto the rifle, remove the military rear sight and bolt on your nice expensive (and fully-adjustable for wind) PH sight or something related.

That Central plate is for a SMLE. Mounts using a longer trigger guard screw, and the safety spring screw. There is a hole for the safety pivot, and a coil spring would be used to tension the safety.
There is another version which could be used on either a SMLE or a No. 4. To mount on the No. 4, the trigger guard screw is replaced, and the safety spring screw position is used.
As Cantom pointed out, a hole would need to be drilled in the butt socket to use this plate on a No. 4. Not a good idea.
 
The Central sights were made in Australia. The detachable sight mates to the base with a short screw on a clever little wing-nut. The horizontal grooves mesh with the sight itself.
 
Here is what a Central Sight looks like on a #4. This is sitting on a different base than the one you have.

This action is modified to go into a one piece stock, as in a fibreglass target rifle stock. Has a Canjar trigger.
