What is a good first rifle to start out with ?

Tikka 308.
It's a better action and a good foundation for a semi custom build in the future.
Stay away from .260,.243, etc. if you plan to shoot a lot.
Make plans to start reloading for it as soon as possible. You can never have a truly accurate setup without reloading for it.

He beat me to the punch, the 308 is a great round, ammo is always available and is as cheap as anything else. Inherently accurate if there is such a thing, incredible deer killer in the hands of someone who knows his rifle, can be used on moose again if you know your limitations and Tikka's are awesome.
 
BC Is just centerfire, Ontario is the same as well for majority of province. My suggestion if you want to shoot a lot cheap is tyo buy a 22 or an sks. Cheapest ammo by far so you can practice shooting more for cheaper, and if you get a decent sks it will be accurate enough to hunt up to 100m from what I have heard. As for hunting calibre I would say go 308 as it is the cheapest to buy out of the "hunting rounds". SKS can still get non corrosive ammo 35c a shot, 22 6-10c depending. With a 22 you can also practice shooting problem squirrels on country/ cottage propertys. When I got my licence, immediately bought sks 10/22 and rem 700 in 30'06, and a mosin Nagant. Would do the same again, but buy the 700 in 30'06, as it is essentially the same power in a shorter cartridge, that is also cheaper. Also quick suggestion- DO NOT CHEAP OUT ON SCOPE

I have been hunting in Ontario for ever and spent a few years hunting in BC when I was posted there, and all the regulations say is that it must be a "centerfire".

Just went through the BC and Ontario regs and aside from a minimum bullet weight for Bison (in BC), their's "likewise" only specifies "centerfire".

So while I would not personally hunt deer or moose with a 223 or a 17 Hornet for that matter, according to either regulations there does not seem to be any "prohibition" from using it.

If so, I would be nice if someone could link it....

I don't know why people "guess" or rely on "some guy" when each province puts out condensed hunting regulations which clearly spell these things out.
