It's the ring portion of a sight mount. Tradex sells them with base for $15.

Actually, it's part of the sight mount for the telescope used on the 84mm Carl Gustav rocket launcher. Definitely not for the M1 Garand.

A better question would be how on earth does the ring part mount to the base? I have several of these but have no idea how to mount them together.
