what is the best 22lr ammo for accuracy?

As Hitzy says, those sampler packs are a good deal IF you don't have a well-stocked dealer near you. Depends on your budget too. My CZs especially -and the other .22 rifles too - do well with SK stuff, but I don't have the $$ to go to 'hi-end'. I have to stop at SK-RM for costs. And I've found that the same $-range of Eley doesn't shoot as well in the accurate .22s I have. Also, CCI-SV doesn't come close to the accuracy in my CZs and is about the same cost as the SK-RM. My Armalite AR-7 doesn't cycle SV, needing more power so I use Rem-Golden HV with good accuracy (for an AR-7). I got a deal on a bunch of R-G for $8/100-box so I got a couple bricks. My Henry AR-7 cycles SV well so my low-cost ammo is the way to go. Lots of experimenting to find the 'right stuff' for several rifles. For 'low-cost' I found some Fed Champion RNL (not the 36g HP) that shoots real well for about $4/box. Ir's just barely HV at about 1120fps.
And Hardhammer is right about the different lot numbers often making a difference IF you're looking at sub-moa accuracy. I just buy bricks and if they don't make the grade they hit the bricks. Buying a brick lets you break even if you sell 'by the box'.

If the ranges you hunt are 25yards or less, Id just buy a few boxes of different target ammo thats subsonic. When you find one that puts a nice ragged hole at your distance then go buy more of that lot number. If your only shooting for a day or two moose hunting then a few hundred should last quite a while. I just shoot my competition rifle and use match ammo. Head shots easily dispatch grouse and rabbits.
 
If you are asking about a factory 10/22, my carbine preferred a HV 'special' ammo made by Federal years back. Black Friday Special.

It is rumored to be something like a mini mag or better grade of HV from Fed. There is no 'best' ammo... each barrel is going to be fussy

I did try the match ammo I had including SK, and lapua... all shot like crap in my rifle. By comparison, the HV stuff shot around 1" at 100yds for 5rd groups... happy until I run out of this ammo.

I would lean you to the better grades of HV ammo like the CCI Mini mags and equivalents

The 10/22 is designed for standard velocity ammo, without changing the spring, can and will cause premature wear and tear on the gun! In all of the 10/22s Ive bought,built and shot, Ive never had any that I would consider shot like crap with the varieties of target ammo including SK standard and Eley sport. I guess Ive just been very lucky again. If your SPECIAL ammo isnt available then its kindah a mute point,NO. The OP mentioned his range will be 25yards. I can shoot some targets at 25 yards with the mentioned ammo and post them to compare with my carbine stock factory Ruger. Good Luck OP
 
The special stuff is just rebundled garden variety manf. Fed used to do this every year to get rid of excess inventory. You just have to figure out what it is today... I lean on CCI Mini mags, American Eagle, or similar. The large blue box Fed didn't impress me the couple of boxes I tried recently.

I have yet to have any luck with a 10/22 factory barrel do well with match ammo but I haven't shot them all... :)

PS... I believe the factory 10/22 is designed around HV ammo (1200fps stuff) and can have issues cycling using Standard (match, subsonic) ammo. But whatever, if the rifle runs, it runs.. .if it doesn't, it can be adjusted to run.
 
My Sako loves Eley Club. If it gets really cold, I will switch to Lapua Polar or Eley Biathlon (the wax doesn't get as sticky in the cold). My Cooey 600 will take pretty much any round I shove in it and is still reasonably consistent.
