what is the best way to get a skunk out from under a structure

Have you tried painting a white stripe down the back of a female Black cat ?

sorry ... on topic if you are quick you can grab him by the tail and lift straight up and he won't spray , biting scratching and rabies well thats another topic .

As already stated, a live trap (covered with a tarp), the skunks are pretty easy to trap (you can use a can of sardines)
Then do what ever you want - .22 to the head, big tank of water, whatever.

My buddy built a little wooden box (he calls the 'gas chamber') that fits over the trap, hooks it up to a hose to his exhaust, after 10 mins they are pretty sleepy, then shoots them.

back in the 90's my grandpa found the truck just wasn't killing them anymore. told him to start using the lawnmower, had desired effects no pollution control crap.

Ammonia hydroxide if it's still available.

Soak a rag, place on a stick, and shove it down the hole.

The skunk came out from under my porch so fast it almost knocked me over. He had a separate entrance and exit.

Leave the rag in the hole.

Urine from clumped up kitty litter and moth balls is what has worked for me to get em out of the hole (skunks and marmots). I have heard human urine also works. Tenacious ones need to be trapped.
A good steel mesh (chicken wire) extended 1-2 feet under ground in an L shape with coarse gravel filler should keep them from getting back under there.

Bingo.

Lots of ways of getting them out. The trick is keeping them out. It's less work in the long run to plug the entrances than it is to have to chase new ones out all the time.

I had to kill two last spring under my chicken coop. I used a can of wet cat food in a live trap. Got the female the first night. Then two mornings later I seen the male running for my wood shed and nailed him with a 22.
They are nocturnal bastards. Also when they start biulding dens this time of year they are usual pregnant.
Be prepared for 2 of them

Also skunks won't spray what they can't see. So get a old blanket and toss it over the cage. Pick up the cage and take it to what ever shooting spot you like.
