What is the difference between M-14b and M-14s?

I am thinking to buy a M-14. Would someone clarify what is the difference between M-14b and M-14s?

BTW. Here are some general questions.
1) Are the prices listed on the MARSTART website the same as they quote in phone.

2) Is the price negotiable?

3) I don't know if there is any pricing difference between ordering by phone and email.
