What is this extra turret?

Prophet River had a couple of rifles on consignment that had scopes with what appears to be an additional (aftermarket?) turret:

Does anyone know what that is for? My initial thought is that it's BDC, but that's just a wild guess.

Is that a 2nd turret or some type of accessory clamped on the scope?

its a spring loaded tape inside that you put your load data on.
