What is this firearm???

This sort of rimfire rifle with combination hammer/breechblock is generally referred to as a Flobert. Most were rather inexpensive rifles; this one is much more eleborately finished, with a substantial amount of embellishment. It was most likely made in Belgium. These rifles were widely sold from the turn of the late 19th century through the 1920s.
Their action is not particularly strong, and if .22 calibre, high speed cartridges would not be a good idea. Something like CCI CB caps would be better, assuming that the bore is good.

these rifles were designed by the french and made in belgium, flobert rifle with a warnnant action. they had 2 styles both not very good, due to poor main spring designs.$50 to $80 in ontario gta auctions. usually found in 32 rim and 22 rim.
