What is this from?

Head stamp is IVI 89 C67

I am assuming it is Canadian military. Maybe a blank of some kind?

It looks like it is made from a 50 cal case before the final die that gives taper and bottleneck.

Rimless 0.80" at the base 3.80" long

Its for a water cannon that they use to blow apart parcels & brief cases.
Used by the bomb squad.I have a couple in my collection.DAN>>>

In EOD work, a powerful water disrupter can be used to render suspected explosive devices inert. The idea is that a high velocity jet of water tears apart the explosive, separating it from the detonator without enough energy to cause the explosive to detonate, but fast enough that the detonator cannot complete the firing chain.
