What is this part called, my No 4Mk.2 is missing it. It has a bolt there instead. Colour me confused.

That's the stock reinforcing band. Your No4 Mk2, because of the trigger group modification utilizes a stock reinforcing tie screw.
 
The band won't fit a Mk2 because the trigger is in the way. The bolt uses tapered heads to synch up in the stock wood, so washers shouldn't be needed.
 
That part is actually called a tie plate, and there is a rivet that go's through iyt as well, I have a copy of the 1946 identification list for the No. 4 mk's I, I* , I T, I have taken the time to make copys and reorganize the handbook so that all drawings plates are next to the parts lists, if you like the no. four rifles you should have one of these copys, for $15.00 I will drop one in the mail for you, you won't be sorry there are about 25 isometric drawings on the rifle and bayonet and accesories, with parts list's to match this is the only military handbook I ever found on the No.4 rifle.
