What is this? Non-lethal ammo?

I have this box since 17+ years and I'm not sure what is it... There is an old UPS label on it with 267$ in duties/tax paid (94$ GST) since it's from the USA. The content must have costed 800-900$ back then I guess. It was from an old paintball shop. I always tought it was crowd control non lethal shots but it's just a wild guess.

These are hard rubber an not shallow.

Looks a bit small for paintballs

edit: after measureing a dime, it looks to be about the right size! And there is a similar product called reballs. They are washable and reusable.

They look like riot balls for a paintball marker. They would probably fit in a 12g shotgun shell.
