What makes a rifle restricted?

I hate to nit pick, but the picture of the AR-15 appears to contain a device fixed to the muzzle of said restricted rifle which could (depending on which official you ask) render said rifle prohibited - the F/H used on early CAR's actually serves as a sound moderator (not a really effective one but none the less it reduces the sound of the rifle), hence any rifle with said F/H would be prohib, until such time as the device is unthreaded, then it would be restricted again but then the F/H would be prohibited.
 
Not (...er MOST) laws are Just or backed by reason, it sucks but its true. Just the opinions of those in power at the time.
