What OAL for Mosin?

Trying to develop a load for 215 gr Woodleigh bullet I started by measuring OAL and found that it's longer than sum of case and bullet lengths. What does it mean:
- that my rifle has throat erosion?
- that the bullet has to be loaded to spec OAL?
- that this rifle cannot fire accurately?

I am confused.
 
In the newest Hornady manual the OAL for the 220gr bullet is 2.840"Try seating the bullet out long enough to touch the rifling.Take a sharpie [magic marker] and color the bullet nose.Continue seating the bullet a little deeper and reapplying marker to tell when it's touching.Back it off so the bullet is not touching the rifling and can still feed reliably through the magazine.What powder are you playing with as I have more data if needed..........Harold
