Im looking for one in 6.5 Creed likely.
I dont think the police has that cal option.

Used for target shooting and maybe some hunting.
 
It's all up to your personal preference and what you are looking for.

What would really matter is barrel lenght and threaded muzzle. If I was making the choice in your place, I'd go for the cheapest one that I would then slip into a KRG chassis in due time.
I would recommend to go 24'' with a 6.5 if you can, and a muzzle brake is a nice addition.
If your mind isn't completely set on those two choices, I would recommend looking up Tikka's T3x CTR in 6.5. They come right into your price range at 1395$ for 20'' or 1499$ for 24'' and are crazy accurate little shooters out of the box.

EDIT: no I don't think R700P comes in 6.5cm either.

the biggest thing I want is just a bomb proof reliable rifle. Almost all modern day rifles are 1 moa or better shooters especially paired with proper ammo.

I mostly agree with you, but I keep hearing bad things about their QC even today. Mostly barrel/accuracy issues. The rest of the time it's all about the brand you chose to shill for, that I can agree with.
 
I'd say get the 5-R. Threaded muzzle, proper bolt knob, available in 6.5 Creed. Drop it in the chassis of your choice or add some bottom metal and you've got a very capable rifle.
