I bought a Norinco m305 shorty and A.R.M.S. #18, the group is 2moa, but the impact point is out of the scope adjusting range, hitting 45 moa up and right. I am new to M305 and not sure what to do. please give me your opinon. I would appreciate it.

Did you remove the c clip on the side mounting bolt before installing it ? 45ACPKING advised to remove the clip as it can interfere with the POI .

Your POI is 45" away from the target centre?! I don't know if you could correct that. If you meant 4.5" then something like Millet Angle Loc rings might fix you up.

If you're four feet high at 100 yards, there's some serious mount issues. Either improper installation or one very funky Norc receiver, the ARMS part will be to spec, I'm betting on an installation error. Likely something to do with the clip guide attachment point, as that kind of shooting high would indicate the rear of the mount is elevated in the extreme. It could be your receiver is just very, very out of spec too- anything can come out of China, but I'm still betting on installation error. Take some clear pics of the mount and post them here.
 
I had the same problem with my first Nork, so I sold it and bought another. My new one has the M14.ca CASM mount and it seems to point straight. Hard to tell how centered it is to the scope travel because of the type of scope I have but it did zero up ok and seems to hold point of aim.

If your lucky you could try a CASM mount - maybe it would solve your problem. One good thing about the CASM is you can fiddle with the balance between the front and rear jack screw to get the vertical right. Left to right is not adjustable though so this may not work for you.

The other option you might consider is the Leatherwood mount because it is adjustable for left to right and shimable for vertical. Some of the guys say the screws can come loose but my guess is a little bit of JB weld in the right places and you will have no worries. You can get these from Wolverine Supplies.

Given your situation, this may be your best bet.

Can you see the scope tube canted to one side or the other? Loosen everything and re-seat the mount on the receiver. Then re-tighten everything, being careful not to over-tighten the receiver bolt. It's easy to have it slightly off, from the stripper clip mount torquing on the mount a little.

I can see from a little careful look that the scope and barrel are pointing at different directions.
My scope has a adjustable range of 70moa, even I put to extreme, it is still 10 inch away to the impact point. so half the 70moa plus 10moa is 45moa.
I did leave the c-clip on it, I will reinstall all over. taking the c-clip out.

I had a similar situation, that scope needs to line up with the bore, try getting the receiver bolt snugged up before the stripper clip guide mount.
