What paperwork is needed to order stuff from the states (non restricted components)
A trigger and a bolt group
If The vendor doesn't do paperwork what can I do
It's exclusive to that vendor

If your ordering from brownells then just order it. If its not a receiver and not military arms then shouldent be a problem.
Edit: some venders choose not to ship outside the US probably just to be safe. Because the US has a ban on exporting military arms and ammunition.

You might have to go to Prophet River [or similar] to import the parts if the vendor won't ship internationally...

Provided the manufacturer is ITAR registered, if the value is under $500US, there's a simple personal use disclaimer you need to fill out. If it's over $500US, you need an import permit which isn't cheap, around $250US if through Brownells IIRC. Might be easier at that point to get Prophet or other broker service to bring it in for you.

As I understand it, counselling someone to do something illegal is not allowed here on CGN. Unless the OP's friend is registered to export legally under ITAR. you've just suggested an illegal activity.
